This isn't really the solution. They've actually come very close to perfect time and time again, only to completely decimate the game in some way.
Adventure actually wasn't too bad. For a first venture into what 3D could do for the Sonic games, it was very creative. Mostly, it was the death of the Dreamcast and the fact that the controls didn't age well that led retrospective opinions of it to falter. Adventure 2 was in a similar boat, but it began to show the signs of annoying-as-hell "friends" getting in the way of running around, namely Shadow.
Since the Adventure games, it all went to pot. The fast-paced levels were still there, but there was usually some "innovative" new gameplay element that was actually something decidedly NOT Sonic, and that was integrated very poorly into the game, making it feel like half of a good Sonic game, and half of a terrible 3D platformer. Secret Rings, Black Knight, Heroes and Unleashed all had this problem to varying degrees. StH06 had the honor of having decent gameplay which was ruined by a horrifying storyline, and the fact that it was basically only a third of a game.
I do think a 3D sonic would be easy, though. Take all of the fast parts of the past games, and make a game out of them. Don't try to overdo the story either. Just as the only inspiration Mario has ever needed is Bowser kidnapping Peach, all Sonic needs is Eggman stealing the Chaos Emeralds and hiding in his spaceship.
